Infringements (Croatia)

Single Market-related pending cases: 26 (9 new cases, including 4 on transport, and 9 cases closed, including 3 in the environment sector; last report: 26 pending cases) – stable result.

Understandably, the number of Croatian cases constantly increased since its accession in 2014. This number remains however under the EU average.

The last year has seen the launch of 198 new cases (not including those for late transposition), which were still pending on 1 December 2020. With 9 such cases, Croatia is above the EU average of 7 new cases launched within a year. On the other hand, 9 Croatian cases have been resolved since December 2019, which almost doubles the EU average (5) of such cases.

Problematic sectors: environment (7 cases), including 3 on atmospheric pollution; transport and energy (6 cases each) = 73% of all pending cases.

Average case duration: 23.5 months for the 25 Single Market-related cases not yet sent to the Court (last report: 17.9 months) – marked increase by 5.6 months.
EU average = 37.3 months

Croatia is now the Member State with the 3rd shortest case duration, down from the 2nd position in December 2019. Only 3 out of the 25 Croatian cases are more than 5 years old (on air transport, indirect taxation and energy markets & networks); 9 of them are very recent (less than 1 year).

Compliance with Court rulings: no Single Market-related case yet at this stage of the procedure (last report: same).
